“Hecunbingju” means demolishing the old bungalows of farmers and then building new apartments for them. Theoretically speaking, it can improve farmers’ living conditions, including infrastructure, medical care, heating, education, transportation and so on. It can also provide new land for urban development. However, in the process of practicing the policy, there are many problems, such as insufficient demonstration of some projects, inadequate policy propaganda, careless work style and rude methods. “Hecunbingju” caused great contradictions and public opinion.
